PCC Policy Committee (PoCo) Announcements

  1. PoCo October Meeting Agenda document links to presentation material for more detail

  2. LC intends to move to BIBFRAME next year, all staff, to avoid double entry and double training of new RDA toolkit

  3. LC to attempt implementation of ISBD minimal punctuation in BIBFRAME, to avoid having to add it when converting from BIBFRAME to MARC

  4. LC to cease transliteration of non-roman script text in areas other than access points; will likely use MARC 241 to record transliterated titles

  5. LC will do subject and name authorities natively in BIBFRAME

  6. LC will encourage broader use of linking entries in BIBFRAME

  7. PCC will not implement new RDA until July 2022

    1. Time is needed to create metadata documentation and training material and to conduct training

    2. Libraries can have their own individual timelines for implementation

  8. ALA has no end-of-life for the current RDA Toolkit; libraries could potentially continue to use it

  9. Sinopia:

    1. Sharing of BIBFRAME metadata is becoming difficulty because of institutions using different profiles

    2. Tension between Sinopia and LC: BIBFRAME conversions are not working out of the box

    3. Sinopia may be developing their own BIBFRAME transformation

    4. LD4P is an additional player: building their own PCC data pool

  10. Questions/thoughts:

    1. What will be the fate of the 240 field given these changes?

      1. This didn’t come up at PoCo, but LC is receiving comments on this in surveys

    2. Copy cataloging workflows everywhere will have to adapt; we’re all dependent on LC/PCC

    3. These developments could influence us to implement BIBFRAME locally sooner than we might have anticipated; there could be implications for what we do in FOLIO, but the likelihood of migrating to FOLIO and to BIBFRAME simultaneously is low

    4. Reliance on native BIBFRAME would require greater reliance on the structure inherent to RDA; could dovetail BIBFRAME and new RDA training

    5. Our moves could depend on which other libraries move to BIBFRAME/new RDA and when they do it; keeping an eye on where the copy we depend on will be coming from

    6. Will plan for a BIBFRAME introduction/refresher session after Autumn returns

ALA Reports

  1. Tim:

    1. RDA Beta Toolkit becomes production version Dec. 2020, but countdown to deprecation doesn’t start until RDA Steering Committee says so.

    2. Structure for approving RDA revisions has changed, but is inactive given the ongoing 3R project. There is some concern about these changes re: an increased frequency required (was annually, now quarterly) and the methods of decision-making. CC:DA remains ALA’s RDA voice but now reports its positions to the North America RDA Steering Committee rather than directly to the top (the RDA Steering Committee).

    3. CC:DA is to persist amidst the development of CORE (prospective merger of ALCTS, LITA and LLAMA).

  2. Lisa:

    1. Tulane has a LCSH terms discussion group that regularly meets. Discussing, for example, prospective alternatives to terms like ‘Miscegenation’ or the absence of ‘-Men’ as a subdivision (taken as a default).

    2. Illegal aliens LCSH term: per a survey, most libraries are adding a local term, but not replacing the existing LCSH term. SAC is not making specific recommendations to libraries for this change - many solutions can co-exist.

    3. Janice Young (LC) says libraries should make use of alternative vocabularies as they like; LC is challenged in keeping up with the number of changes being proposed (pejorative, outdated language, etc.)

  3. Autumn

    1. OLAC will have a conference this year.

    2. OLAC best practices for cataloging objects have been published.

    3. LD4P’s Sinopia linked data editing tool is available for use.

    4. LC seems to think there will be a dual BIBFRAME and MARC environment for a while.

    5. Romanization: PCC Participants Meeting focused on transliteration/romanization. Takeaways: Romanization is hard and sometimes necessary. Most will feel it’s reasonable to romanize author and title, but not necessarily other transcribed elements. There’s general agreement that some of LC’s romanization tables are problematic.

  1. Modified operations is a campus-wide status declared in scenarios like extreme weather.

  2. Key staff are identified by MSUL to report to work and/or work remotely when MSU is under modified operations.

  3. No one in cataloging has been identified as key staff in these scenarios.
